It looks like the planet Saturn, it’s a Roman hat and it’s worn by Curés.
Made of felt or beaver, take your choice (but we’d advise the felt).

Fr Raven wears a Cure Hat which has, for me, killed off the idea. The biretta is worn regularly, if only to annoy others in the deanery. No chance of a mitre. No zucchetto, sadly
